Baixar FreeDV 2.3.0 per a Windows

FreeDV 2.3.0 has been released, including support for running it directly on a compatible Flex 8000 or Aurora series radio, enhancements to performance (thanks to the removal of Python) as well as improvements to FreeDV Reporter filtering functionality and other bug fixes. These changes are outlined below:
1. Bugfixes:
- Linux: fix semaphore wakeup timing to reduce audio dropouts. (PR #1220)
- FreeDV Reporter: Fix display issues on non-English systems. (PR #1217)
- Update audio device list in Easy Setup after opening advanced audio setup. (PR #1223)
- Easy Setup: Fix crash while displaying Hamlib error. (PR #1224)
- Force numpy to 2.3.x due to illegal instruction errors. (PR #1230)
- FreeDV Reporter: Disable autosizing enable/disable on Linux. (PR #1231)
