Quarto: descargar versiones anteriores

- Fix incorrect preview behavior when reloading edited pages from listings (e.g. blog posts). Fixes (#6026)

Our recent patch release 1.3.427 included a change to fix issues with IDE cross references, but the fix did not solve the issue as the change was not properly ported to our 1.3 branch. This version includes a properly ported fix.

- Fix issue that prevented Quarto from properly reporting crossreferenceable figures to IDEs
- Fix issue changing preview from PDF to HTML preview on windows

- Fixes an issue with publishing paths that was introduced in a previous patch release.

Fixes an issue on Windows where Quarto's built tinytex would not properly find the binary files included with TexLive 2023. This would result in errors compiling PDFs on Windows when using the most up to date version of TinyTex.

don't ever automatically opt python cells into asis

messes with other logic used for crossrefs and table appearance -- this should be an explcit choice
