honest signature telemetry from the first event; site never serves unsigned Windows downloads

Windows updates from a site download land immediately, even with launch-at-login off

Windows updates from a site download actually land; Macs check while running; Linux tray waits for login

updates that finish on macOS, and Linux .deb installs that update at all

- Fixes a bug that could stop the app starting at all: a single running copy
could mistake itself for a second one and exit silently, with no window and
no tray icon.
- An update that fails now says so. Previously a failed update was invisible,
so an install could sit behind for weeks with nobody aware, and a failed
attempt could retry in a loop.

- Windows self-update is rebuilt: it now asks for elevation explicitly,
records what the installer actually returned, and restarts the app only
on a genuine success. Declining the prompt is treated as a choice - no
retry loop, and the app stays usable.
- No other user-visible change in this release.

- Windows: apps that hide to the tray on close (Discord, Slack, Steam,
Spotify, browsers in background mode) are now asked to end their
session instead of being force-terminated; close requests go only to
real application windows.
- Launch at login is on by default for new installs and can be turned
off from the tray menu. Existing installs are unchanged.
- New "Send Feedback..." item in the tray menu.
- The one-time "ways to help" note appears after three sweeps.

The Windows installer is now code-signed. It shows a verified publisher
(Dragon Hedge Pty Ltd) instead of an unknown-publisher warning.
- No functional changes since 0.4.3.

Fixes a Windows auto-update retry loop. A machine that failed to apply an
update could relaunch, report the update as installed, come back on the old
version and repeat every few seconds.
- The automatic check no longer retries the same target version within an
hour, and reports the failure instead of a false success.
- Manual update checks are never affected.
- No change to tray behavior, kill behavior, exclusions or the two-second
force floor.

Windows: the app no longer needs the WebView2 runtime at all. The tray is
now a native Windows implementation, so machines without (or with a broken)
WebView2 runtime start correctly instead of failing silently.
- Same tray menu, kill behavior, exclusions and two-second force floor.
- Installs upgrade in place; auto-update from 0.3.x works unchanged.
- macOS: the installer now correctly states the macOS 10.15 minimum.

macOS-only feature release; the Windows build carries the shared changes.
- The sweep's one-time "ways to help" note now appears on the tenth sweep of an install, once, and never opens anything by itself.
- No change to Windows targeting, exclusions or the two-second force floor.
